Tsuruoka City is a city of about 130,000 people in the southern part of the Japan Sea coast of Yamagata Prefecture (Shonai area).

With the merger of municipalities in October 2005, the second largest population in the prefecture, the area of the city was the seventh largest in the Tohoku region. In the Edo period, the Tsuruoka clan (known as a castle town in Shonai clan) is a town in the southern Shonai area, and in the suburbs the farmland of Shonai rice and beans is spread. The only Dewasanzan shrine in the Tohoku region is the tomb of the Royal Family (Prince Bee).
